My responsibility as Lead HSE Officer. I ensure the implementation and maintain an effective health, safety and environmental (HSE) system which meet the requirements of ISO 45001: 2018, ISO 14001: 2015. Ensure and demonstrate that the business conform to the client specification requirements. Ensure and demonstrate that service providers conform to the specification requirements. Ensure that the business conforms to the legislation, Occupational health, and safety Act of 1993, National Environmental Management Act (NEMA) Act 107 of 1998, Construction Regulation (CR) 2014, South African National of Standards or International Standards and department of labour. Ensure compliance by contractor rendering work or service on behalf of Babcock, ensure compliance to the applicable legislation. Site establishment according to the legislation, client requirement and baseline risk assessment. Ensure the compliance to the specification for any tendering the business is undertaking. Without derogating from obligation and responsibility under the contract, I ensure the contractor ensure that the requirement to comply with the provision of the procedures is included in all contracts with their contractors involved in activities on their Project Site. I ensure the contractor carries prime accountability and responsibility for the health, safety, and environment and welfare of the personnel. (Mandatory agreement – Section 37(2). My vision based on my responsibilities are: • All injuries and incident can be prevented. • Caring and visibility leadership- leadership walking the talk and visible, engage with employees. • Open and honest communication – providing information, giving, and receiving feedback and encouraging everyone to speak their mind • Active Learning – encouraging continuous improvement, sharing lessons learnt and correcting deficiencies without delay. • Zero repeats – stop reoccurrence injuries and incident. • Accountability- management is responsible for preventing injuries and incidents. As the Lead HSE Officer I ensure the business compile and maintain an up-to-date legal register listing all applicable legislation and standards as part of its HSE file. I ensure that the business HSE policy is communicated and displayed in all work areas notice boards as per legislation, ISO standards. I develop a detailed (as per scope of work) HSE Plan for the execution of the works and submitted to the client for the approval as requirement prior to commencement of work. I develop the business HSE plan that shall demonstrate the management process and procedures that shall be implemented to ensure compliance. The management plan identifies each construction activities, the foreseeable internal and external hazards, the specific precautions and controls that shall be necessary to ensure that the work proceed safely and without risk to the health and safety of person and others, the environment or to adjacent operation. The procedure developed are as follows • HSE Plan • Risk management procedure • Incident management and prevention procedure • Emergency procedure • Training procedure • Housekeeping procedure • Fire prevention procedure • Management of change procedure • Roles and responsibilities • Stacking and storage procedures • Lifting and lowering procedures • Measurement and monitoring procedure (audits) The legal appointments as per regulation and act are done accordingly. I ensure the business has an up-to-date organogram and list names with contact numbers of all appointments made and be easily available on request by the Inspector or the client. I ensure that I submit the valid letter of good standing to the department of labour and the client for the notification of construction work. Without a valid letter of good standing no work shall takes place. I ensure hygiene survey is done and health risk assessment is done and communicated to all employees. The recommendation done are well implemented as per hygiene survey report. Before any employee can be employed such employee must undergo medical surveillance. And annual medical surveillance is performed to all employees before their medical expires. Implementation of the emergency procedure is my responsibility. Ensure the necessary and relevant emergency care is provided for the employees. I ensure the business has the first aid box to cover every first 5 person on the project site and thereafter for eery 40 or team of workers. Only required content as per General Regulation (GNR) 2245 of 1992 all ed in the first aid box, no other content allowed to be stored in boxes. Covid 19 regulation gets implemented as per the regulation. The HSE lead implement and maintain the health and hygiene program to ensure that employees are not exposed to any health risk. Covid 19 prevention plan developed and made available to all employees. Communication awareness of Covid 19 toolbox talks implements and ensure are communicated to all employees.
