1) Management skills: • effective leadership, interpersonal and communication skills • the ability to command respect and to create a sense of community amongst the members of the project teams • good knowledge of techniques for planning, monitoring and controlling programmes • sound business case development and approvals skills • good understanding of the procurement process including negotiation with third parties • ensuring effective quality assurance and the overall integrity of the programme - focusing inwardly on the internal consistency of the programme, and outwardly on its coherence with infrastructure planning, interfaces with other programmes and corporate, technical and specialist standards • initiating extra activities and other management interventions wherever gaps in the programme are identified or issues arise 2) Planning, preliminary and detailed design of water projects, tender documentation including specifications and construction supervision of both bulk infrastructure and small water supply systems; 3) Conducting water situation assessments, water audit, balance assessments and development of strategic WC/WDM Business plans for domestic, irrigation agriculture and industry, mining and power generation; 4) Implementing of water loss control programmes; 5) Water infrastructure asset management including valuation of infrastructure assets based on the IIAM manual; 6) Environmental and Resources economic assessment with focus on the economic value of water in environmental water requirements and development options 7) Management and co-ordination of sub-consultant and contractor deliverables and tasks; 8) Preparation of marketing and promotional material for communication of project tasks to stakeholders. 9) Provision of training and capacity building to water service institutions to implement such measures
